It is possible to get to 20 pushups again if you work at it. Most of the cells are still there. They just shrink from lack of demand and the body's natural efficiency strategy - shrink everything that isn't being used and store fat for the lean times when we don't have enough to eat because we aren't chasing antelope for dinner anymore.

It is a rare conflict when doing nothing is the winning strategy. There are studies of what can happen if both sides optimize their chances via gerrymandering. The Republicans have an advantage even though they are the minority party. The same goes with the Electoral College. What works best is to have a massive wave of nonvoting Democrats show up and vote.
